The short explanation of this alert was:

PETA has just been made aware of a case involving defendant Otis Clark Jr. of Somerville, Ohio, who was convicted of cruelty to animals after his dog, China, was found in March with a chain so deeply imbedded in her neck that surgery was required to remove it. Graphic photos provided to PETA corroborate the severity of China's injuries. Shockingly, the judge presiding over the case ruled that China be returned to the custody of Clark—the man who was responsible for her suffering!

The judge stipulated that Clark abide by a list of conditions, including that China is not tied up, is licensed, and is checked every 90 days by a veterinarian. Perhaps the most absurd provision is that Clark must read a book on proper dog care. If Clark does not comply with the judge's orders, he will have to forfeit China and could face up to 180 days in jail.

Please ask Judge Robert Lyons to reconsider his decision to return China to Clark, which could put an animal who has already suffered so much in a grave situation. Let Lyons know that recidivism rates among animal abusers are extremely high and that the last place an abused animal should be is with his or her former abuser. China deserves a loving home.
